Dr. Brooks McKenzie earned his Ph.D. in Experimental Psychology with an emphasis in Developmental Psychology from Texas Christian University in 2010. He served at the TCU Institute of Child Development and led TBRI research and training that equips frontline interventionists with trauma-informed, practical care. He helped advance SB293 and SJR27, and he has been clear on one major reform point: Rule 44 must be strengthened and used to purge the Party. His campaign is anchored in a simple mandate: Turn back to God, Restore the Family, Restore Texas.

The James Younger case is a sober reminder of what happens when courts and institutions fail the vulnerable. Parental rights and child protection were undermined by process, politics, and silence. For more than two decades I have worked on the front lines of child development. I earned a Ph.D. in Experimental Psychology, served as Research Scientist and Assistant Director at the TCU Institute of Child Development, and trained thousands of DFPS/CPS caseworkers, attorneys, and judges on evidence-based practices that protect the parent-child bond.

My peer-reviewed research documents the irreversible harm caused when courts and agencies violate parental rights without clear and convincing evidence.

In 2025 I personally gathered and submitted hundreds of valid signatures to qualify conservative challengers to Texas Supreme Court Justices Blacklock and Busby for the 2026 primary, confronting the judicial failures tied to the James Younger case.

As Tarrant County GOP Precinct 2468 Chair, I exposed RICO-level corruption in family courts and authored emergency resolutions to save James Younger and censure complicit justices under Rule 44.

Dr. Brooks McKenzie is running for State Chair to restore trust, defend conservative principles, and empower the grassroots. Here are the questions delegates may want answers to.

Former Assistant Director of Research at the TCU Institute of Child Development, he is a principled conservative grounded in scripture, committed to servant leadership and protecting families over insider agendas. Note: He was not always a Christian, which shapes his testimony and resolve.
He has exposed corruption without big donors or insider backing, supported by grassroots Texans and a statewide tour on the Magic Bus.
He treats parental rights and child protection as non-negotiable conservative duties, grounded in faith and the God-ordained responsibility to defend families.
He has stood shoulder-to-shoulder with delegates, fought for conservative priorities at past conventions, and in the 2025 session helped deliver SB293 and SJR27 (Prop 12). In 2024 he helped protect Rule 44 during the Wednesday night Rules Committee vote, including adding judges to the list of censurable officials.
He was directly engaged in SB293 and SJR27 at every phase. During the 2024 Convention he gave one of the final testimonies on Rule 44 after it appeared to be killed in committee. Rule 44 must be strengthened, streamlined, and used with intent.
He will demand open meetings, clean contracts, and real accountability, using the RPT's authority to hold legislators answerable to the grassroots. He will bow neither to D.C. nor donors.

Emergency Legislative Priority Resolution Text

Resolutions to Save James Younger

James Younger, an innocent Texas boy, is being chemically castrated in California right now, with procedures Texas law declares child abuse. The damage to his body and mind grows more irreversible with every passing day.

This resolution calls on the Republican Party of Texas to make saving James Younger a top legislative priority and to act immediately to return him to Texas and stop prohibited procedures.

Resolution Statement

The Republican Party of Texas therefore adopts the “Save James Younger” Legislative Priority and commands Republican legislators to fulfill their mandatory duty in the 2027 session by immediately passing legislation that:

  1. 1 Declares exclusive Texas jurisdiction under the UCCJEA and renders all California gender-modification orders void and unenforceable as violations of Texas public policy and the Texas Constitution Article 1, Section 19;
  2. 2 Empowers the Attorney General and Texas courts to issue emergency mandamus, habeas corpus, extradition, and every available remedy to return James Younger to his biological father, Jeff Younger, in Texas without further delay; and
  3. 3 Imposes felony criminal penalties on any person or official who facilitates, has facilitated, or conspired to effect the removal of any Texas child for prohibited gender procedures banned under Texas law.

Why this priority is required

The ongoing violation of parental rights and child safety under Texas Constitution Article 1, Section 19 remains supreme over any conflicting out-of-state order or inaction.

This Priority enforces the 2024 RPT Platform Health and Human Services section on Homosexuality and Gender Issues, which classifies gender modification of minors, including chemical castration, puberty blockers, and cross-sex hormones, as child abuse.

It also upholds the standing Legislative Priority “Stop Sexualizing Texas Kids” and fulfills the Party’s core mission in the Preamble to protect innocent children and traditional families.

No equivalent “Save James Younger” Priority or specific legislative mandate for this child’s return exists in the 2024 Platform.

Summary

This resolution seeks censure of named Texas Supreme Court justices under Rule 44 for alleged failures that enabled harm to James Younger and violated core Republican Party of Texas principles.

Resolution of Censure Against Texas Supreme Court Justices Jane Bland, Jimmy Blacklock, Jeffrey S. Boyd, Brett Busby, Rebeca Huddle, Debra Lehrmann, and Evan Young Pursuant to Rule 44 of the Rules of the Republican Party of Texas

Findings

WHEREAS, Rule 44 authorizes censure of Republican officeholders who, during their current term, commit three or more actions or inactions opposing RPT core principles in the 2024 Platform Preamble or Legislative Priorities; and

WHEREAS, in In re Jeff Younger, No. 22-1137 (Tex. Dec. 30, 2022), and underlying Cause No. DF-15-09887 (255th/301st Judicial Districts, Dallas County), the named Republican justices failed in three distinct instances to protect the child James Younger, enabling relocation to California and continued exposure to procedures Texas law classifies as child abuse:

  1. 1. Failure to grant petition for review after the July 16, 2018 Dallas Court of Appeals affirmance (No. 05-16-01412-CV), allowing violations of Texas Family Code § 153.004 (consideration of abuse) and Texas Constitution Article 1, § 19 due process to escalate without correction;
  2. 2. Failure to grant mandamus or review after the August 2021 modification order (affirmed No. 05-21-00664-CV), permitting relocation risks in violation of Texas Family Code § 156.006 (temporary residence change safeguards) and Attorney General Opinion KP-0401;
  3. 3. Denial of the petition for writ of mandamus on December 30, 2022 (8-1 vote, Justice Devine dissenting), disregarding UCCJEA jurisdiction under Texas Family Code § 152.201 and facilitating ongoing harm; and

WHEREAS, these inactions continue to facilitate child endangerment in California. The November 2024 Superior Court order authorizing puberty blockers and cross-sex hormones remains in full effect with no verified cessation as of March 5, 2026, violating Texas Constitution Article 1, Section 19 due process protections for parental rights and child safety, which remain supreme over any conflicting statute, policy, out-of-state order, or judicial inaction; and

WHEREAS, these failures violate the 2024 RPT Platform Health and Human Services section on Homosexuality and Gender Issues (classifying gender modification of minors—including chemical castration, puberty blockers, and cross-sex hormones—as child abuse), defy the Legislative Priority to “Stop Sexualizing Texas Kids,” and pervert the RPT Preamble’s commitment to the laws of nature and nature’s God and the Party’s mission to protect innocent children and traditional families; and

Resolution

NOW, THEREFORE, BE IT RESOLVED that the Republican Party of Texas censures Justices Jane Bland, Jimmy Blacklock, Jeffrey S. Boyd, Brett Busby, Rebeca Huddle, Debra Lehrmann, and Evan Young for failure to uphold Texas law, for facilitating child endangerment, and for violating the core principles of the Republican Party of Texas as defined in the 2024 Platform Preamble and Legislative Priorities; and

BE IT FURTHER RESOLVED that this resolution originates from a County or Senatorial District Convention and shall be delivered to the State Chairman for processing under Rule 44 with State Republican Executive Committee concurrence for maximum penalties, including twenty-four-month refusal of ballot applications for Republican Primary Elections; and

BE IT FURTHER RESOLVED that the Texas Supreme Court must immediately issue mandamus or habeas corpus relief to enforce Texas custody orders under the UCCJEA, restore James Younger to his father Jeff Younger in Texas, and halt all gender modification procedures, or face a second censure removing all RPT affiliations and support.

Adopted by the _______ Precinct Convention of __________ County on March 5, 2026, with instructions that its delegates to the Senate District _______ and __________ County Conventions introduce and adopt this resolution there as originating from that body for full Rule 44 processing.
