Biography & Mission
Dr. Brooks McKenzie earned his Ph.D. in Experimental Psychology with an emphasis in Developmental Psychology from Texas Christian University in 2010. He served at the TCU Institute of Child Development and led TBRI research and training that equips frontline interventionists with trauma-informed, practical care. He helped advance SB293 and SJR27, and he has been clear on one major reform point: Rule 44 must be strengthened and used to purge the Party. His campaign is anchored in a simple mandate: Turn back to God, Restore the Family, Restore Texas.

The James Younger Failure by SCOTX and the RPT
The James Younger case is a sober reminder of what happens when courts and institutions fail the vulnerable. Parental rights and child protection were undermined by process, politics, and silence. Texas cannot look away when a child is trapped in a system that refuses accountability. “Whoever causes one of these little ones who believe in Me to sin, it would be better for him to have a great millstone fastened around his neck” (Matthew 18:6). This is a warning to confront corruption, defend families, and demand reforms that put children first. Dr. McKenzie has introduced resolutions to address this evil that was allowed upon James Younger by the Republican Party without so much as a whimper.

For more than two decades I have worked on the front lines of child development. I earned a Ph.D. in Experimental Psychology, served as Research Scientist and Assistant Director at the TCU Institute of Child Development, and trained thousands of DFPS/CPS caseworkers, attorneys, and judges on evidence-based practices that protect the parent-child bond.
My peer-reviewed research documents the irreversible harm caused when courts and agencies violate parental rights without clear and convincing evidence.
In 2025 I personally gathered and submitted hundreds of valid signatures to qualify conservative challengers to Texas Supreme Court Justices Blacklock and Busby for the 2026 primary, confronting the judicial failures tied to the James Younger case.
As Tarrant County GOP Precinct 2468 Chair, I exposed RICO-level corruption in family courts and authored emergency resolutions to save James Younger and censure complicit justices under Rule 44.

The Republican Party of Texas therefore adopts the “Save James Younger” Legislative Priority and commands Republican legislators to fulfill their mandatory duty in the 2027 session by immediately passing legislation that:
Why this priority is required
The ongoing violation of parental rights and child safety under Texas Constitution Article 1, Section 19 remains supreme over any conflicting out-of-state order or inaction.
This Priority enforces the 2024 RPT Platform Health and Human Services section on Homosexuality and Gender Issues, which classifies gender modification of minors, including chemical castration, puberty blockers, and cross-sex hormones, as child abuse.
It also upholds the standing Legislative Priority “Stop Sexualizing Texas Kids” and fulfills the Party’s core mission in the Preamble to protect innocent children and traditional families.
No equivalent “Save James Younger” Priority or specific legislative mandate for this child’s return exists in the 2024 Platform.

Formal action under the Rules of the Republican Party of Texas. Presented for clarity, accountability, and urgent protection of Texas children.
Summary
This resolution seeks censure of named Texas Supreme Court justices under Rule 44 for alleged failures that enabled harm to James Younger and violated core Republican Party of Texas principles.
WHEREAS, Rule 44 authorizes censure of Republican officeholders who, during their current term, commit three or more actions or inactions opposing RPT core principles in the 2024 Platform Preamble or Legislative Priorities; and
WHEREAS, in In re Jeff Younger, No. 22-1137 (Tex. Dec. 30, 2022), and underlying Cause No. DF-15-09887 (255th/301st Judicial Districts, Dallas County), the named Republican justices failed in three distinct instances to protect the child James Younger, enabling relocation to California and continued exposure to procedures Texas law classifies as child abuse:
WHEREAS, these inactions continue to facilitate child endangerment in California. The November 2024 Superior Court order authorizing puberty blockers and cross-sex hormones remains in full effect with no verified cessation as of March 5, 2026, violating Texas Constitution Article 1, Section 19 due process protections for parental rights and child safety, which remain supreme over any conflicting statute, policy, out-of-state order, or judicial inaction; and
WHEREAS, these failures violate the 2024 RPT Platform Health and Human Services section on Homosexuality and Gender Issues (classifying gender modification of minors—including chemical castration, puberty blockers, and cross-sex hormones—as child abuse), defy the Legislative Priority to “Stop Sexualizing Texas Kids,” and pervert the RPT Preamble’s commitment to the laws of nature and nature’s God and the Party’s mission to protect innocent children and traditional families; and
NOW, THEREFORE, BE IT RESOLVED that the Republican Party of Texas censures Justices Jane Bland, Jimmy Blacklock, Jeffrey S. Boyd, Brett Busby, Rebeca Huddle, Debra Lehrmann, and Evan Young for failure to uphold Texas law, for facilitating child endangerment, and for violating the core principles of the Republican Party of Texas as defined in the 2024 Platform Preamble and Legislative Priorities; and
BE IT FURTHER RESOLVED that this resolution originates from a County or Senatorial District Convention and shall be delivered to the State Chairman for processing under Rule 44 with State Republican Executive Committee concurrence for maximum penalties, including twenty-four-month refusal of ballot applications for Republican Primary Elections; and
BE IT FURTHER RESOLVED that the Texas Supreme Court must immediately issue mandamus or habeas corpus relief to enforce Texas custody orders under the UCCJEA, restore James Younger to his father Jeff Younger in Texas, and halt all gender modification procedures, or face a second censure removing all RPT affiliations and support.
